The Sangguniang Panlungsod of Bacolod City recently passed unanimously a resolution expressing their heartfelt congratulations to the Iglesia ni Cristo for its 101st Anniversary Celebration. The resolution is authored by Councilors, Caesar Z. Distrito, Em Legaspi Ang, Roberto Rojas, Carlos Jose Lopez, El Cid Familiaran, Alex Paglumotan and Ana Marie Palermo. The resolution said that last year, Pres. Benigno Aquino III issued Proclamation 815 declaring the year 2014 as the Iglesia Ni Cristo Centennial year and for this year, July 27, 2015 is declared as a Special Working Holiday as a show of gratitude to INC members. It said that in Bacolod City alone, Iglesia ni Cristo has more than 22 locals with thousands of members that become part of the integral social dimension of the community, contributing so much in the spiritual, economic and social well-being of the entire populace. It added that the INC has continuously extended help not only to the well-being of local townspeople but also to protect the environment through its various humanitarian services and outreach programs, such as its “Lingap sa Mamamayan (Filipino: Care for the People)”, the KabayanKoKapatidKo (My Countrymen My Brethren) which offered free medical and dental services, community cleanups and tree planting projects. The resolution said further that this is one way to recognize and show the City’s gratitude to the contributions made by the Iglesia Ni Cristo in the Philippines for the past 101 years and to show our support also to their future humanitarian efforts.* Negros Daily Bulletin

“I still maintain my neutrality.”
This was the clear and precise statement of Councilor El Cid Familiaran in the midst of media speculation last week over his presence at the State of the District Report (SDR) of Lone District Congressman Evelio Leonardia where some of them perceived as an indication of political partnership. “I want to clear my position that until now, I am an independent council member in the august body,” Familiaran said. He said he was invited to attend the birthday and SDR of Leonardia. “Following 2013 election, the administration reaches me to support the program of Mayor Monico Puentevella until now, as long as it is for the general welfare or common good,” he added. Asked over the possibility of vice mayoralty candidate, either the two warring factions Leonardia or Puentevella, Familiaran said that he is open to any political aggrupation with either the two camps for the opportunity will come once. He reiterated that as of now, there is no formal offer from “Grupo Progreso” to join as bet for Vice Mayoralty race. Familiaran assured his constituents to work in the remaining months of his term before 2016 election. Meanwhile, the provincial government of Negros Occidental celebrated the 2015 Philippine indpendence with a flag raising at the provincial capitol attended by provincial officials, various government agencies, academe, NGOs, youths and other organizations. Executive assistant Nestor Bayona read the message of Gov. Alfredo Maranon, Jr. who was in Iloilo with President Benigno Aquino for the celebration. Maranon’s message was: “Our battle for independence continues; the problem of poverty remains in our midst. He said, schools that were prioritized in CCTV installations are the Bacolod City National High School, Sum-ag National High School, Granada National High School, and at Singcang Airport National High School.
These schools are given priority considering the volume of students enrolled. We will see to it that the CCTV be installed upon opening of classes, Familiaran said. On the other hand, the sangguniang panlungsod also approved the resolution of councilor Caesar Distrito for the police to follow or observe when conducting checkpoints. He said, City Ordinance 547 series of 2011, provides the necessary things to be done by law enforcers and by the citizens during the conduct of checkpoints. However, he said, it has been observed that several checkpoints conducted in the City are not compliant with City Ordinance No. 547, series of 2011.* Negros Daily Bulletin This is the Community Mortgage Program (CMP) that the government offers to those who qualify by simply submitting requirements for the said loan.
Recently, Councilor El Cid Familiaran met with residents of Purok Marapara, Brgy. Bata together with Fiscal, Human Rights Lawyer Atty. Cesar Beloria Sr. recently to hear out their concerns and ask how to avail the said program. The CMP is a mortgage financing program which assists legally organized associations of residents of blighted and depressed areas to own the lots that they occupy, providing them security of tenure and eventually improve their neighborhood and homes to the extent of their affordability. The recent induction of the Mahogany Home Owners Association (MHOA) in Barangay Mandalagan was a venue where the Councilor cited the officials of an organization that others should do the same so as to formalize their organization and move with a common goal. Councilor Familiaran further said that the need and importance of organizing shall give people in groups to have a strong voice whether it should be from their own basis of unity or local issues and contribute to other important matters of society where it needs the people’s opinion. The Councilor lauded the efforts of officers and members of the association that gave their effort to be organized. Unity and gathering the biggest number of members to work for a common goal should be done by others so that public officials as well as other organizations can help out in the future projects and endeavors that will be initiated by various organizations in society, the Councilor stressed. But he said, he suggested to involve the force multipliers to help the police in maintaining peace and order. Familiaran said, if Mayor Monico Puentevella will adopt the Association of Barangay Council and Police Precinct (ABCAPP) program which was implemented during the time of former Mayor Luzviminda Valdez, that Pol. Supt. Rhoderick Alba, station 1 commander at that time, there will be reduction of crime incidence in the city. Under the program, every barangay provides 10 barangay tanods to help the police stations in crime prone areas. They were provided by the city with monthly allowance of P1,000.00. That strategy has significantly helped drop the crime volume in the city, Familiaran also said.
